i think everyone is at fault. the woman and/or her family should have contacted the power company and informed them of her situation when she first started receiving disconnect notices.
the tech should have contacted a supervisor and informed that person of the situation before turning off the power.
when the power was shut off, the woman and/or her family should have called ems and went to the er.
The lady for not paying her bill. She should have worked it out with the electric company before they sent a tech to shut it off. That is the problem with the world right now. WE HAVE TO BLAME SOMEBODY.
